HomeBuilder is a time-limited grant program to help the residential construction market to bounce back from the Coronavirus crisis.
HomeBuilder will provide eligible owner-occupiers (including first home buyers) with a grant of $25,000 to build a new home or substantially renovate an existing home where the contract is signed between 4 June 2020 and 31 December 2020. Construction must commence within three months of the contract date.
HomeBuilder will complement existing State and Territory First Home Owner Grant programs, stamp duty concessions and other grant schemes, as well as the Commonwealth’s First Home Loan Deposit Scheme and First Home Super Saver Scheme.
Eligibility
To access HomeBuilder, owner-occupiers must meet the following eligibility criteria:
- you are a natural person (not a company or trust);
- you are aged 18 years or older;
- you are an Australian citizen;
- you meet one of the following two income caps:
- $125,000 per annum for an individual applicant based on your 2018-19 tax return or later; or
- $200,000 per annum for a couple based on both 2018-19 tax returns or later;
- you enter into a building contract between 4 June 2020 and 31 December 2020 to either:
- build a new home as a principal place of residence, where the property value does not exceed $750,000; or
- substantially renovate your existing home as a principal place of residence, where the renovation contract is between $150,000 and $750,000, and where the value of your existing property does not exceed $1.5 million;
- construction must commence within three months of the contract date.
Process and timing HomeBuilder will be implemented via a National Partnership Agreement, signed by the Commonwealth and State and Territory governments. This approach will utilise existing state and territory mechanisms to distribute the HomeBuilder payments. When the States and Territories begin accepting HomeBuilder applications, they will backdate acceptance of these applications to 4 June 2020.

Check if your business can take advantage of these small business tax concessions before 30 June, including:
- Immediate deductions for prepaid expenses – if your turnover is less than $10 million and you’ve paid for expenses (such as rent, registration fees, insurance or advertising) before June 30 and these end in next financial year, you can claim them as deductions in this year’s tax return.
- Instant asset write-off – you can claim an immediate deduction for the business portion of the cost of an asset in the year it’s first used or installed ready for use.
- Accelerated depreciation for primary producers – if you’re a primary producer, you can claim deductions for fodder storage assets, and fencing and water facilities.
- Simplified rules for trading stock – if the estimated difference between your 2019–20 opening and closing trading stock is $5,000 or less, you don’t need to do a stocktake. Just report the same amount for your opening and closing stock in your tax return.
- Deductions for professional expenses for start-ups – if your turnover is less than $10 million, you may be able to claim certain start-up expenses (such as professional, legal and accounting advice, and government fees and charges) as deductions in this year’s tax return.

If you received initial cash flow boosts, you’ll automatically receive additional cash flow boosts when you lodge your activity statements for each monthly or quarterly period from June to September 2020.
The amounts will be equal to the total amount of initial cash flow boosts you received and will be split evenly over your lodgments. If you lodge:
- quarterly, you’ll receive 50% of your total initial cash flow boost for each activity statement
- monthly, you’ll receive 25% of your total initial cash flow boost for each activity statement.
When you lodge your June 2020 activity statement, you may receive the last part of your initial cash flow boost and the first additional cash flow boost as a credit.
If you haven’t made payments to employees subject to withholding, report ‘0’ for PAYG withholding when lodging your activity statement to ensure you receive the additional cash flow boost. It’s important you don’t cancel your PAYG withholding registration until you’ve received the additional cash flow boosts.
