Regional Victoria is bracing for a home building boom even as Melbourne’s construction industry is scaled back under stage four COVID-19 lockdown.

Builders and developers in regional centres from Geelong to Ballarat, Bendigo and beyond are reporting surging demand — including city-slickers looking to escape to the country.

Since June, the Master Builders Association of Victoria has noticed spikes in demand in Melbourne’s three nearest regional cities, as well as Shepparton and Wodonga.

MBAV chief executive Rebecca Casson said it was possible the new normal of working from home had combined with the $25,000 HomeBuilder grant, and $20,000 in bonus grants for first-home buyers who build a home outside of the city, to rejuvenate the regions.

“The Victorian economy relies on building and construction and, with the industry in Melbourne scaled back, regional builders have stepped up to keep our economy ticking over,” Ms Casson said.

Villawood Properties boss Rory Costello said while demand in Melbourne had oscillated since March, areas like Bendigo and Ballarat had seen a “surge in sales”.

“The government has been trying to encourage people to live in peri-urban areas for a long time, and now COVID-19 has solved that problem,” Mr Costello said.

Burbank Group managing director Jarrod Sanfilippo said one in four of the home building firm’s buyers were now in regional Victoria, where sales had grown faster than in Melbourne since July.

“If you’re living in inner suburbs and wondering what the future holds, the lure of the regions is pretty strong at the moment.’’

Property Council of Australia Victorian executive director Cressida Wall said big ideas and innovation for regional Victoria needed to be a part of the state’s next development cycle with out-of-town commercial projects also positioned to boost the state’s virus recovery.

“Regional precincts, such as the Geelong Civic Precinct, will create opportunities for jobs, drive residential development, and support robust regional development,” Ms Wall said.

An increasing number of people are using government stimulus payments to pay their mortgages or rent, according to new data from the Australian Bureau of Statistics.

The findings come in the ABS’s Household Impacts of COVID-19 Survey, which involved a telephone interview of approximately 2,500 adults conducted between 7 and 20 June 2020.

Building on a similar survey undertaken in May 2020,  the June survey aimed to understand behaviours and perceptions around receipt and use of government stimulus payments, as well the level of concern for personal health due to COVID-19.

Overall, the June survey showed a slight increase in the numbers of Australians who had received a government stimulus payment in response to the COVID-19 pandemic. The proportion of recipients of these payments rose from 32 per cent in May to 35 per cent in June.

Moreover, the survey found that a growing proportion of Australians were using their personal government stimulus payments (such as JobKeeper) to pay their bills and mortgages. While only 14 per cent of all people receiving payments were using it to pay their mortgage/rent, a growing proportion of people said that this was the ‘main’ use of their payment.

Moreover, more than a quarter of employed people (27 per cent) who received a stimulus payment said they put it towards their mortgage or rent, compared to 8 percent of those not working or not in the labour force.

Not only were employed people three times as likely to use it to pay mortgages or rent than those not working or not in the labour force, those who were employed were also found to be paying household bills with their payment (55 per cent compared to 38 per cent).

The findings around the use of government stimulus and mortgage payments come as many borrowers approach the end of their six-month loan repayment deferral period.

As at 19 June, nearly 800,000 borrowers had deferred their mortgage repayments. 

Whilst lenders have agreed to extend the loan repayment period by another four months on a case-by-case basis, many borrowers have already begun repaying their loans.

Speaking on the Work with Purpose podcast, hosted by the Institute of Public Administration Australia, Commissioner of Taxation Chris Jordan said the ATO is looking at ways to further streamline business processes, modelled on the success of Single Touch Payroll.

He hinted that in the near future, the ATO could be completing all BAS obligations on behalf of businesses.

“If we can use natural systems like bank accounts. Cash is becoming increasingly less, and some places are now saying no cash, rather than only cash.

“If we could say, OK, you let your bank know to give us approval, and we draw down from your bank all the deposits, that’s your income, and all the outgoings, your deductions. With these automatic write-offs up to $20,000, $50,000, most businesses don’t spend more than that on one thing.

“We could draw down that each quarter, do your BAS for you, and at the end of the year, you might still want to go to your accountant or tax agent to true it up. You could say, this is what the Tax Office has done for three quarters, can you make sure that the overall is to my advantage?”

He explained that this could be a viable system for many businesses.

“If we think you sit in the right range for your industry and number of employees and area of operation, we have got very sophisticated benchmarks now, very sophisticated analytics. If you sit within a range, we might go, we will just take your bank account, and that’s it,” Mr Jordan said.

The Institute of Public Accountants general manager of technical policy Tony Greco believes Mr Jordan’s comments should be taken with a grain of salt.

“We should not take some of his words literally but rather conceptually,” Mr Greco said. “The ATO doing a BAS based on accessing data directly from a taxpayer’s bank statement is something that would send shivers up most taxpayers’ spine.

“Also, bank statements are not the only source documents that are used to complete a BAS, so it may not be as simple as illustrated for most businesses.

Despite some of the recent volatility in the markets, the majority of SMSFs have not made substantial changes to their asset allocation in the past 12 months.

The latest Vanguard/Investment Trends SMSF Planner Report indicates that only 8 per cent of SMSFs made substantial asset allocation changes to 50 per cent or more of their fund.

Commenting on the report, Investment Trends chief executive Michael Blomfield said around 45 per cent of the SMSF survey respondents made substantial changes to their asset allocation in the past 12 months, which was not a huge increase from the historical average.

“The historical average is [around] 36 per cent. If you jump to that 44 per cent and flip that equation, that means 56 per cent of the SMSF trustees did not make substantial changes to their asset allocation, so this is actually quite a stable group of [investors],” Mr Blomfield said.

“More than half of the SMSFs that did make changes, made changes to less than 20 per cent of their allocations, which is not a radical change,” he said.

According to the report, SMSF trustees took a more defensive stance and increased their cash and property allocations, driven primarily by a negative outlook on both domestic and international equities. 

The report also indicates that one-third of SMSF trustees have fixed income exposure within their portfolios, with hybrid securities remaining the most popular product despite more investors turning to direct bonds and ETFs.

Vanguard Australia head of corporate affairs Robin Bowerman warned SMSF investors that hybrid securities do not provide the same level of safe harbour stability as high-quality bonds, as they still have equity-like features and in times of market stress “may not provide true diversification across asset classes”.

“Investors should want their defensive assets to be truly defensive, especially when the market swings as wildly as it did earlier this year,” he cautioned.

“As ASIC warned in its May 2020 report on retail trading activity, investors are taking more risk in the fixed income space as a result of low interest rates and declining yields. For a better chance at securing steady retirement income and safeguarding returns in periods of volatility, SMSF trustees need meaningful portfolio diversification.”
